Development and Distribution
The game being largely banned has lead to a complicated codebase designed to protect the installation, the client, and the developers with many levels of encryption and misdirection. The server program is often found installed on random machines, largely uni and iniversity campus servers, without the server owner's knowledge. it is unknown who installs the servers, though it is assumed independent students do it themselves, to date, no one has actually admitted to doing so. Further, it wouldn't explain one of the largest server clusters being found on Crystalline Inc home office servers. There also remains the possibility that installations are done remotely, though there is a minute amount of evidence that the servers were physically accessed to install. Discovery of installations also regularly brings to light the lax security on important computational hardware across Pentarchate space.

The Developer
The developer or developers often post under the presumed pseudonym N, but this style of name is popular in some of the smaller settlements after the Nyctospora. Its is unknown if the developer is a single person or a team, and they have declined to reveal this online. There is some speculation that N is actually a known hacker and activist, which would explain some of the sophisticated codework, but it is pure speculation.

Assassination Scandal
N has occasionally voiced several attempts on their life, but until recently, these attempts were widely disregarded as a joke. However, in ZY3096, a team of Weunese assassins were captured and interrogated by Integer Iota Relay forces, bringing to light hard evidence of attacks on Extralegal Space citizens by Pentarchate goons, a fact that was often hidden from Pentarchate citizens.

ProfPiftenn:

The Integer Iota Relay, usually shortened to I I Relay, is a waypoint station between the outer Pentarch space and Extralegal Space, though officially being in the latter. It rest in the L5 lagrange point of the gas giant Zebreka. The station follows the so-called 00Agglomerate Style of station construction. The original station was composed of 10 large habitation modules welded together, but it has since been further developed with the addition and integration of any ship, scrap, or asteroid the residents could get their hands on. The core original station is either no longer visible, or completely disassembled and reused among the rest of the station.

History
The Integer Iota Relay's original purpose was to be a launching station from Outer Pentarchate members to outer stellar system planets, and there were plans to integrate an accelerator coil into the station. The station then declared its independence from the Pentarchate altogether, possibly leading to the development of Extralegal Space, though some records show secretive habitats were built in Extralegal Space before this that only came to light after the Relay's success.

People of the Relay
Government
Being an Extralegal province, Integer Iota Relay is governed loosely by a set of laws laid down by its founders in years past. Modernly, the original legal document has been mostly supplanted and edited by a generally democratic process with no centralized ruling body.

Interaction with Pentarchate Nations
Sanctuary Law and Refugees
The Sanctuary Law is one of the few nearly unanimously passed laws presented to the sanctuary. It allowed many people looking to escape the eugenicist ideals of the Iridium Throne an assisted escape route from Thahan Station leading to a rather sizable drop in population, and setting off a exodus of large portions of populations to Extralegal Space and outside the influence of the Pentarchate. Some theorize this drop in workforce may have caused some amount of unrest in those remaining in the Pentarchate and exacerbating the issues of the Pentarchate Succession Crisis.

Military
